Use WASD, the Arrow Keys, or your mouse to move. Press R to restart. Push blocks onto all spaces indicated by a plus (+) sign. After that, you can exit the level by moving to the gray circle.

Be careful when pushing the blocks: if they have a number, you can only push them that many times.
